But WHY ???

Govt ... in question it will NOT make footprints,
but fingerprints.

When a acquaintance joined the air force, they took footprints.
In event of a crash, their fingers will be ashes. But boots are
tough; their feet might be intact.

That must be enviable crash site task: collect boots, unlace
them, and take prints off the only surviving body parts.

they'll get ink everywhere.

Sometimes it's just practicality.
