While the memo encourages officers to cooperate with federal
prosecutors, it notes that "a judicial or administrative arrest
warrant is not necessary to apprehend a validated Alien Enemy."
Define "Alien Enemy" and describe the validation process.

The scary part: Everything within 100 miles
of a US border is a "virtual border", meaning
the 4th Amendment protections don't apply.
